Summary:碩士 === 世新大學 === 社會發展研究所(含碩專班) === 98 === The “Out Reach Employment Service Work Program” is one of the government policies launched to respond to the high unemployment rate in Taiwan as well as the policy of human power utilization. The “Job Care Agent” program marks the initiation of the government out reach employment service and reflects the impact of the employment service system, including the extension of both the internal organization and external service energy. The program entrusts private recruitment service power to be present at governmental employment service stations to provide out reach employment services. Through recruitment, training, selection, and re-training, proper candidates are found to serve as “Job Care Agent” in order to provide “mobile employment service” that emphasizes the programs active characteristics and the use of real scenarios and employment-oriented methods. With the participation in employment service work, local resources can be integrated and linked to achieve the value-added objectives of local service management and organizations in terms of local employment opportunities. This study is based on the participation of the researcher in the project. In addition to maintaining systematic records and carrying out an analysis of the out reach service and conceptual model, reflections upon the conflicts and contradictions between positions and values held by each party in the course of actions undertaken, are also presented. These real world problems reflect the thinking of participants who are required to offer solutions. This paper is based on action research; through the development of the process, it examines the effectiveness and impact of the program. In the end, suggestions are also proposed for the reference of future implementation.
