A completed electronic medical record system has to include all patient’s information (so-called from birth to death); however, when a doctor needs to understand patient’s past medical conditions, the patient's medical records have scattered in various hospitals and medical institutions which leads doctors can not obtain the correct and complete medical reference information immediately. Such condition not only affects the quality of patient treatment but also relatively and unnecessarily wastes many medical resources, such as repeat medication and examination, as well as the prescription of allergy medication. Electronic medical records has been a very important issue in International Medical Information, and owing to the recently growing development of Internet and computer technology, the government has also started to emphasis on electronic medical records. This research, by through exploring the current status of the domestic development of electronic medical records as well as studying electronic medical record system-related literatures, designed an systemic structure of integrated electronic medical record based on Health Level Seven (HL7). The systemic structure proposed by this research included two kinds of data transfer mechanisms. One mechanism is designed to be applied for the fast data exchange among hospitals, with a mechanism based on the HL7 data exchange standards, allowing the medical records to be exchanged between medical institutions so as to avoid the independence of different hospital systems which results the difficulties of patient information referrals; the application of the other mechanism, under the premise of the Government’s establishment of national medical record database center, allows hospitals or medical institutions regularly upload patients’ daily medical records to the center through different data transmission technologies. And under the security authentication mechanism, the users can query or make use of the database by using medical personnel identity card and health insurance IC card. The integration of both mechanic structures will be convenient for patients, medical institutions, and other medical record authorized unit in the implementation of medical record referral. This research, based on the interviewing with experts and the public questionnaire to understand the current condition and demand of each dimension which included usage, technology, regulation, system, integration, storage, and application etc., proposed a specific recommendation for the future construction of an integrated electronic medical records system.
