On-line learning, with the benefit of convenience and flexibility, derived much of attention from most governmental agencies. As government tend to promoting and investing more and more in on-line learning programs design and implementation, the development and effectiveness of on-line learning environments has become important research topics. The main objective of this study is to examine the interrelatedness of effectiveness of on-line learning, the attitudes toward web-based professional development, and “information commitments among household registration staffs. This study aims at identifying crucial factors affecting the effectiveness of on-line learning, and accordingly providing government policy makers with useful guides in designing on-line learning environments. The empirical results suggest that household registration staffs strongly agree that on-line learning programs are conducive to their professional capability. Such learning programs also improve their information searching ability on Internet, and professional performances as well. Furthermore, when government staffs consider certain objectives can be reached via on-line learning, or have positive perceptions about it, they will obtain better performance of learning. This study demonstrates that there is significant positive correlation between the “Attitudes toward web-based professional development”, “Information commitments”, and “Learning effectiveness”. Moreover, “Attitudes toward web-based professional development” exerts more influence on “Learning effectiveness” than does the “Information commitments”. The finding suggests if household registration staff wants to increase leaning effectiveness, they will have to adjust their own attitude toward web-based professional development, and then develop their digital capability in order to search useful information on Internet.
