碩士 === 國防大學政治作戰學院 === 政治研究所 === 98 === After the Communist party Chinese（CPC） Navy into the 21st century, the strategic concept start from "the offshore waters defense" turn into "the distant waters defense".This article attempts to explore the CPC’s Navy from past coastal defense limited, to the "blue water", become a distant-water fleets, and assuming the Mahan's naval strategy explain the development of the CPC's Navy, and using Western naval strategy interpret the Chinese Communists naval development related as to Mahan naval strategy on the principles of the code, time, on the applicability of the modern Navy . This article through the " Soft ware ", " Hard ware " and " Performance " three pointer to observe the CPC’s of naval development. And using Mahan’s Naval Strategy on four principles: " Concentration ", " Position ", " Interinr Line " and " Commnuications " analysis and verification Communist China's fleet is becoming a blue water Navy. After validation, the development of the CPC’s Navy, by improving weapons and equipment performance, through exercise and sea fleet capacity, as well as constructing Pearl chain overseas base, has no different with Western mode of constructing Ocean Navy. When they build up the advantages of military power, will use powerful comprehensive national power, as well as military forces, to influence international affairs for the national interest, this and the "realism", "power" concept of "realism"is the same, the PRC's naval strategy is constructed in this framework. Through verification from Mahan's naval strategy principles in the development of the CPC’s navy , it come to the result that the CPC cannot be ocean-going Navy. But in its offshore are in complex international situation,under multiparty force pursuiting , the PRC cannot fully grasp the sea control; so in the face of such situation , CPC Navy played a "fleet in being ' mode”; its purpose is to take an active marine activities, to show the existence of their fleet, although unable to control the effectively, but it can achieve the effect, to declare and deterrence capability. In this framework, the PRC will enter the field of "non-war military action" of "anti-terrorism" or "marine safety" mode, send forces to ocean-going, in addition to obtain international positive assessment, may also maintain their smoothy sea transit, ensure that the interests of the State.
