To carry out and establish the Military Service System mean everything from the replacement of standing forces and training for reserved forces, to strengthen the military armed forces, stable National Defense. Especially in recent years, the most popular topic of national defense is the reformation of the Military Service System, its’ capability and execution are being concerned, because it is going to be imperative even though the date of the recruitment leaves plenty of room to discuss. Since the Military Service system is to be imperative, the biggest challenge which The First National Defense Organizations will be facing is the oncoming reformation; the reform of the Military Service System is not easy as it sounds, it is big concern to the National Defense budget, manpower recruitment, Mobilization of Reserve and many other aspects, particularly in Reserved Mobilization System; How will it successfully transform to become the strength of reserve of the future after the reform which reached ideal goals of “less soldiers to feed before the war, more people to fight during a war,” and "army organized by rapid mobilization,” are the key point is whether Military Service System must be implemented or not and it is the way to reach goals. Therefore, this thesis first will be using the method of document analysis to probe into Military Service Systems in many different countries, then to survey the Reserved Mobilization System in Taiwan; providing relevant policies in the future, and sharing relevant relations and plans about the formal implementation of the comprehensive recruiting system and contributing as well as strengthening the capability of National Defense.
