The first part uses data envelopment analysis of the BCC and CCR models, respectively, Taiwan and China to conduct the annual performance evaluation. The second part of the model through the System Theory, enveloping most of the groups identified in the boundary, it is estimated that belongs jointly on both sides of the frontier, and estimated the company's technology gap. The study found that: 1. Transnational between builders may be due to organization status, mode of operation of culture management or different factors, which produce the different frontier, while building company in Taiwan and mainland China two systems builders the efficiency of the frontier, after by nonparametric test showed significant difference, it means that two systems is difference of the system. 2. In the cross-country comparison, the China's building company in 2006, the average overall technical efficiency, the average pure technical efficiency and scale efficiency on average are behind many of Taiwan's building company. In 2007, the China's building company, the average net rate of improvement of technology more so with the efficiency of Taiwan's technology gap. In 2008, the two sides, the average technical efficiency and scale efficiency on average the gap has expanded. In the three-year performance, the building company in China of pure technical efficiency improvements in the largest cross-strait policies and laws show different builders mainland housing market pressure the China government, the overall poor technical efficiency; Taiwan's building company in a mature market system, the better the overall technical efficiency. 3. In the traditional DEA model results are compared with the System model, we found that if information from different under the frontier, only the traditional DEA model, technical efficiency will overestimate the value the company.
