This research is a questionnaire survey that has been carried out by four measuring tools “the individual basic information meter”, “the situations of organizations meter”, “the cognitions of welfare needs meter ”,and “the intentions of service providing meter ” which designed based on related literatures and theories. By the way of general investigation, 186 valid data have been collected from main staff, including child-care workers, assistant child-care workers, life-guidance workers, assistant life-guidance workers, and social workers who take care 6-12 year-old clients in child and adolescent placement agencies. After the statistical analysis, major results are as follows: 1.According to sequence, the staff’s cognitions to the client’s welfare needs are physiological needs, life planning and training, and social interactions last. It means that staff’s cognitions about physiological needs, such as health, safety are higher, but needs of social interactions abilities are comparatively lower. 2.In order of priority, intentions of providing services are active care, individual respect, and selfless devotion. It shows that responsibilities and professional relationships are the main consideration from staffs for actively providing services to clients. 3.The staffs’ cognitions to the clients’ welfare needs appear differences because of the education degree of personal variables, and accommodate the number of people, treatment processes, human resources, and network of resources which including in environmental variables. The difference appears in staffs’ intentions of services providing depends on the professional position of personal variables, also accommodate the number of people, treatment processes, and human resources which including in the environmental variables. 4.There are positive corrections between “environment” variable and “cognitions of welfare needs” variable, “environment” variable and “intentions of services providing” variable, and “welfare needs of cognitions” variable and “intentions of services providing” variable, too. It shows that as environmental supporting are better, the cognitions of welfare needs are more completely, meanwhile, intentions of services providing also are more actively for clients. 5.There are several factors have significant influences on the staff’s cognitions to the client’s welfare needs, including education degree factor of personal variables, manager supports factor, and network of resources factor of environmental variable. 6.Finally, factors in “welfare needs of cognitions” variable, including organization team, treatment processes, life planning and training, have significant influences on “staffs’ intentions of services providing” variable. Concluding the above results, this research proposes some concrete suggestions for the children and adolescent placement agencies, the relevant domain agencies, staff and future researchers.
