| Summary: | 博士 === 中國文化大學 === 政治學研究所 === 98 === There are different criminal policies in different period for anti-drug tasks in our country, and vary in the level of rigidness.Also, it is found that the narcotics are the important aiding factor to worsen public security and weaken the economy. The damages from narcotics have to be removed and it is the major motivation for me to conduct the study of “The Enforcement of Ant-drug Policy”
These five purposes in this research include (1) Studying the organization and functional mechanism of our central and local government; (2) Discussing the major sub-systems of policy dimensions involved in anti-drug activities; (3) Analyzing the devotion level of the enforcement of anti-drug policy on central government level; (4) Overviewing the experience how the local government carry out the anti-drug policy; (5) Understanding the effectiveness and insufficiency of our anti-drug policy.
The research structure consists of (1) Environmental Factors: according to the distinction between general and specific environments, the topic is described in global and Taiwan sections; (2) Ideal Policy: to introduce and refer to the anti-drug experience from democratic and developed countries so as to construct the anti-drug policy; (3) Policy Enacting Process: to present the mechanism of policy enacting process by the four key factors, which are the decision making mechanism, policy principles, policy tools, and policy marketing; (4) The Execution Organization: to Describe the scale and features in execution organization on central and local governmental level; (5) The Functional Mechanism of Execution Organization: on the central government level, the execution system can be divided into three parts, which are execution strategy, resource allocation, and research and control. On the local governmental level, the practices are implemented in execution techniques, communication and coordination, and resources utilization; (6) The target group is Taipei County,and the study puts emphasis on the interaction between public departments and target groups on local execution system.
The study also conducted a questionnaire survey, Aiming at field police detectives, 17 units with total 434 persons are visited during the survey. After taking back all questionnaires and cross analyzing the statistics, the study organized four dimensions in policy enacting: (1) Domestic Narcotics Environment and Policy Principle; (2) Policy Tool and Policy Marketing; (3) The Execution Performance of Taipei County Government; (4) The Synchronization of Third Parties and Target Group.
The advantages and disadvantages of the finding are also listed to provide an effective reference for governmental organizations in implementing anti-drug policy, so as to fight against the crimes related to narcotics, and contribute to making everybody healthier, every family happier, and the society safer.
