It increases university student opportunity to study abroad, and also motivates educational behavior worldwide. The participants initially are from the rich, and spread to all the public nowadays. This study is based on SEP of all Taiwanese University during 1999-2008, and we collect data about SEP regulation and statistics. The results show, seventy-four universities have performed SEP in 2008-2009, which corresponds to 45.4% of the total. In addition, 31 universities have record over five years. The demographics of exchange student is from 64 in 1999-2000 up to 1,410 in 2008-2009, however, it is only 0.14% of the total enrolments. Furthermore, the main destination chosen by exchange students are mainly the Asian countries, Japan and South Korea are included, constituting 46.6% of the total exchanges in 2008-2009. Europe and North America are ranked second (35%) and third (16.6%) respectively, The United States and France and Germany are included. Subsequently, 33 exchange students are interviewed by random sampling. With in-depth interviews, we examine the pros and cons of SEP, and how to benefit exchange students. Majority of all interviewees consider that, SEP offers a new way for exchange students to experience different cultures abroad, even improve personal geographic knowledge and global vision. However, few interviewees suggest a good communication channel should be established between both universities to provide to assistance and care adequately exchange students. Eventually, we conclude a short-term population migration may result from growing SEP, and we discover there are more and more exchange students choosing to study abroad in developing countries. For exchange students as a stakeholder, they gain a lot from SEP and give positive feedback.
