The Role of Local Cultural Assets in the Community Sustainable Development: Qian-Shui-Tou Community of Jincheng Taken as the Example

碩士 === 國立高雄大學 === 高階經營管理碩士在職專班(EMBA) === 98 === Founded in 1995, the Kinmen County Jincheng Township Qian-Shui-Tou Community Development Association has achieved noticeable success in the operation of community affairs. It has not only garnered several awards of community evaluation from Kinmen County Government but has also become the epitome for other community development associations in this county. This study aimed to explore the implementation process of community affairs by the development association, analyze the current distribution of community cultural assets and their distinctive features, understand the mobilization of community organizations and the participation of the residents as well as how the internal/external resources and current cultural assets are utilized, and realize the difficulties facing community development as well as how sustainable development can be achieved. Based on the four dimensions: “the impact of cultural assets on community development”, “community residents’ recognition of, and participation in, the association”, “the usage condition of community resources”, and “the correlation between community guesthouses and tourism industry”, a questionnaire survey was conducted with 130 copies issued to the residents of Qian-Shui-Tou Community. A total of 105 valid copies of the questionnaires was collected and statistically analyzed via SPSS and t-test analysis for validity and reliability. Interviews were carried out with ten persons, including the previous director-generals of the community development association, the staff of the counseling division of the government, the magistrate of Jinshui Village, and some guesthouse owners. The research results show that the community residents are proud of such cultural assets as the abundant historic buildings and traditional settlements, and they show enthusiasm for assisting the community authorities in protecting those assets as well as for participating in community affairs. Despite that, some residents are not satisfied with the use of the available internal/external community resources; they consider that in this regard, there is room for improvement. Besides, the guesthouse industry has a positive influence on the community development; most residents anticipate positive returns from the guesthouses and hope that a feedback system for the community can be established. In the in-depth interviews, it was found that the large number of tourists coming to the guesthouses is considered to bring disturbances to the originally serene community; opposition to the construction of more guesthouses has thus been aroused. Qian-Shui-Tou Community possesses rich cultural assets and a high value of learning; it needs our cherishing and protection. It is suggested that the community can strengthen two-way communication by publishing community periodicals, establish a community collaborative alliance, and integrate the resources of the tourism industry. The resources of the public sector, such as township office, county government, and Kinmen National Park should be organized to lay a foundation for the community’s sustainable development. The community and the guesthouse owners can cooperate for the advancement of the tourism industry, which is also an effort for the self-sufficiency and sustainable development of the community.
