We can change our surrounding environment through planning process and participate in planning process by ourselves that generate influence in this process. Public participate in planning process is a right that people have by prescribed law. However, under the actual circumstances public participate in planning process are in the unequal and passive condition. Thus, the objective of this study make public participate in the planning process efficiency and search the optimal model that public participate in sustainable planning process. In the research, we explore between the original planning process model and present public participation encounter with the real. We induce the interface and conditions that public participate must have in planning process. Furthermore, we inspect the deficiency and the aspects for improvement. Public are under the information asymmetries condition for the long time that increase local government and planner execute subjectively. It makes public under this condition lost the original meaning and become a mere formality. This paper used GIS tool to assist in judging and propose a photograph that noted the information should combine the ability to express of Google Earth. We further explore the interface and conditions that public participate in planning process that meet sustainable development. This model can satisfy public easily to figure out a photograph that noted the information. It will help each other to build consensus and generate equally communicative environment. We anticipate enable public to practice public participation in planning process and seeking the optimal model that public participate in sustainable planning process.
