Mostly the countries sign the Mutual Recognition Agreement (MRA) to establish an international professional engineer mutual recognition, to benefit the engineers cross border mobility and facilitate the technical trade services to each other. Firstly the relevant laws and regulations concerning foreign engineer’s services in the APEC Engineer economies, MRAs and Memorandum of Understanding cases are collected to investigate the bilateral framework of mutual recognition. Summarize the fundamental and special key elements for MRAs and three types of MRA signature pattern : Government(G) to G, Non-Government Organization(NGO) to NGO and G+NGO. In the strategy of promoting mutual recognition target countries, this research is done by organizing data of foreign professional engineers qualification registration in those countries, considering the regulatory positions of each countries and the interactions between Taiwan and others in recent years. In the strategy of promoting mutual recognition, the research references to international mutual recognition agreement frameworks, the amendment of PE Laws etc.. , establishes a stage strategy and approves an Asia Pacific engineer mutual recognition framework to correspond with certain requirement of temporary foreign professional engineer’s working permit. Furthermore, due to the difference between the engineer disciplines and scope of practice, it easily becomes the barriers in mutual recognition negotiations. The research is also collected the information of each APEC Engineer members’ certification and establishes a gradual strategy of disciplines, beginning with Civil, Structure & Geotechnical as a priority.
