It can reduce the CO2 emission and increase competitive advantage of Taiwan. Also, it is one-stone-three-birds condition of energy security, environmental protection, and economic development. This research will be focused on the products of bio-mass oil, including the definition of biomass energy and biomass oil, emphasizing the urgency and concept of green science and perment development, The discussion begines with the development of domestic and foreign biomass energy industry by the way of interviewing to look for related industry, experts, and company and ananlize the data of interview. Concluding from domestic development, comparing with development of existence Biomass energy policy, and using industry analysis tools, such as Porter’s Diamond model and five-force model and Oster’s seven-five model, Life Cycle Assessment(LCA), SWOT and PEST analyses, to evaluate the competitive advantage of biomass energy industry. To evaluate planning, performance of execution, and influence in the strategical point of view, to discuss company case by decision analyzing, and to present the thinks and discussions of every aspects of decision making from the original motivation background,process and the effects of the results under the current enterprise market operation pattern. To win in the bio-mass evergy technology, the key point is to control the innovative technologies of potential substitution for petroleum in the future. It can also be the It is also a business opportunity for enterprises to create the next sectional “Blus Oceans of Enterprise”. To create a no-competition market barrier, break the concept of exchange between value and cost, create and handle new demands, decreasing cost by eliminating and minimizing, and realizing differences by increasing and creating. Developing advanced energy can give enterprises chances to pursue “nnovation”,”value”and “creating an unknown market”for the realiazation of Blue Oceans of Enterprise. Hopefully via this research, there will be new opportunities for Taiwan enterprises to create another start-up. Also study how to break through while handling the core technologies, and eventually put into practice of the four actions to construct a business model.
