In the future of global environmental change, the city will play a more important role, and the objectives of urban sustainable developments, the implementation of the global sustainable development, addressing global environmental change all play important functions. Sustainable urban development will also become an important goal for a place in formulating urban development policy. Taitung County, which population number is not only far less than other counties, industrial structural imbalance are also caused by slow economic growth. However, because the State investment in education in the overall resource increases every year, and this can be the development of higher education funding for Taitung County. Because of the development of a world-class University Department of competitive funding scheme, if a balanced education resource would be given to Taitung County while developing a world-class University and sustainable programs in establishing the university town. Meanwhile, if in conjunction with national policies by National Council For Sustainable development（NCSD）to promote sustainable development, there is high possibility for Taitung to have sufficient budgets for developing the university town. For this reason, this study is based upon sustainable development model, in accordance with the Taitung County municipal development direction, to ecological urban planning principles, in line with the sustainability of urban design, for future development to “Taitung sustainable university town” planning strategy and implementation of the recommendations. This study attempts to establish the overall framework of sustainable University City, after taking the characteristics and needs of Taitung County and this planning region into account, setting forth the development strategies and related practices of Taitung sustainable University City. It would not only adjust the disadvantage of Taitung in regional development, but also further enhance the attraction for migrant population moving to Taitung and for residents to create a balanced life, which would create a more sustainable environment that production and ecological healthly coexist.
