This research studies Miaoli County elementary school educators as the subjects, to investigate the phenomenon of the low birth rate in Miaoli, and the management strategies the schools have adopted as well as the population growth of the first-year students in the elementary schools. This study approach adopted the documentary analysis and questionnaire survey, applying stratified proportional sampling and simple random sampling ratio, using One-way ANOVA , regression analysis and other methods to answer the questions that have to be answered in this research. The study results are as followed: 1. Schools that have history of "40 years and under", their new student admission operating results are better than schools that have history of ”41-60 years" and "61 years and over". Schools that have history of "61 years and over", the admission operating results are better than schools that have history of "41-60 years”. 2.Schools that have class numbers in the range of "7-12", the first-year students’ admission operating results are better than schools that have class numbers in the range of "6 classes and under"; schools that have class numbers in the range of "13-24", the admission has better results than schools that have class numbers in the range of "6 classes and under" and " 7-12 classes "; schools that have class numbers in the range of " 25 or more classes", the first-year students’admission operating results are better than the schools that have class numbers in the range of "6 classes and under"," 7-12 classes "and "13-24 classes". 3. The schools in "metropolitan" region, the operating effectiveness of the school admission results are better than schools in " rural areas" and "remote areas". Schools in "rural areas" have better results than schools in "remote areas". 4. Schools that have history of "61 years and over" are better than schools that have history of “40 years and under” in the use of "price" strategies. 5. Schools in metropolitan region have better “perceived quality" strategies than schools in rural areas. 6. School that have history of "61 years and over", the "information technology integration and student activity innovation" strategy is better than schools that have history of "40 years and under". 7. The larger school size, the more urbanized schools, and schools that have history of "40 years and under", as well as the better performance of other brand assets in the management strategies of schools, help improve the operational effectiveness of the new 1st graders the most.
