Summary: | 碩士 === 國立臺東大學 === 教育學系(所) === 98 === In accordance with the fixed top-down administrative system , the staff of the personnel affairs are instructed and supervised not only by the head of the institution which they work for but also by the chief of personnel affair department of higher authorities and also provide the consultation and assistance, doing the duty regulated by the dministration decrees. This study will mainly focus on the research on the difficulties of the personnel affair task for a full-time staff and the strategies for resolution in order to understand the cause of the difficulties and figure out a solution to them .
The following conclusion is drawn through the research method of quality randomization adopted in this study, document investigation, detailed interview, and the analysis and discussion of the collected documents. The difficulties of the personnel affairs for a full-time staff in junior high and elementary schools are classified into four aspects after interview. They are personnel affair systems, professional career capacity, working pressure, and social relation. Among of them, the personnel affair system causes the most difficulties conducting the decrees in the real situation.
The five strategies for a full-time staff to solve the difficulties of the personnel affair task are categorized as follows: rational analysis, seeking support, resolution to problems. emotion adaptation, and prolonging circumvention. Of the five methods, the positive ones “ rational analysis “, “ seeking support “ and “ resolution to problems “ are most adopted by the interviewees while the strategy “ prolonging circumvention “ is least used.
Finally, according to the aforementioned research conclusion, in this study the relevant suggestions will be made to the senior personnel affair organization, educational institution, and the staff of personnel affairs for reference.
