The study toward a small-scale festival would first clarify the purposes and expected effectiveness of it, and identify different aspects of the effectiveness, plus what they meant for various stakeholders. As the event in question, the Taipei Poetry Festival was analyzed via literature reviews, in-depth interviews, and field observation. All stakeholders, i.e. officeholders, curators, artists and spectators, were included in the evaluation of the expected/factual effectiveness, which was divided into four aspects: those of culture/society, physical circumstances, politics, and leisure. The thesis concluded that the effectiveness in a more cultural/societal sense accrued most anticipation, and manifested the strongest influence. While largely unmanaged, the physical circumstances of the festival, however, also appeared decisive to some extent. Therefore it is suggested that future strategies focus on the cultural/societal/physical aspects when organizing festivals of similar nature, in order to achieve optimal effectiveness.
