A Study of Relationship between Professional Competence and Administrative Effectiveness of Director of General Affair of Elementary Schools in Taipei City and Taipei County

碩士 === 國立臺北教育大學 === 教育政策與管理研究所 === 99 === This study is to investigate the status, difference and predictability of professional competence and administrative effectiveness for directors of general affair in elementary schools of taipei city and taipei county. And concrete suggestions will be proposed to educational administrational departments, directors of general affair in elementary schools, and successors based on the conclusion of this study. This study applied questionnaire survey. This investigation was confined to directors of general affair in elementary schools of taipei city and taipei county in 98th school year. The author use her own tool, questionnaire of professional competence and administrative effectiveness for directors of general affair in elementary schools of taipei city and taipei county , for investigation. 334 schools were investigated. The effective samples were 313. The applied statistic tools included descriptive analysis, t test for independent samples, ANOVA for single factor, and multiple regression analysis. The conclusions are shown below : 1. The professional competence of directors of general affair in elementary schools of taipei city and taipei county is high rank. And “Arrangement and implementation of budget” has the highest rank, “control and management of human resource” and “planning and maintenance of school environment ”are the second and third rank respectively. The “Planning and implementation for administration” has the lowest rank. 2. The period of service for directors of general affair and the location of schools have significant influence on the professional competence of directors of general affair in elementary schools of taipei city and taipei county. 3. The administrative efficiency of directors of general affair in elementary schools of taipei city and taipei county is high rank. And “environment of organization” has the highest rank, “performance”and “leadership” are the second and third rank respectively. The “Acquisition and application of resources” has the lowest rank. 4. The period of service for directors of general affair has significant influence on the administrative efficiency of directors of general affair in elementary schools of taipei city and taipei county. 5. The professional competence has high predictability on administrative efficiency for directors of general affair in elementary schools of taipei city and taipei county.
