Summary:碩士 === 國立臺北教育大學 === 教育政策與管理研究所 === 98 === The purposes of this study are to understand the implementation situation, performance, and problems of the Educational Priority Area Plan(EPAP)at elementary and secondary schools in Taoyuan County. The findings of this study can be a reference for promoting the implementation of the EPAP in educational administration institutions and schools. In order to achieve the above goals, this study adopts the questionnaire survey method, compiling ”The Questionnaire of the Implementation Situation, Performance, and Problems of the EPAP”. Besides, the documents analysis is also applied. The 125 elementary and secondary schools accepting financial sponsor from the EPAP in Taoyuan County in 2008 are the targets. The 392 subjects include the principals, undertake directors, group leaders and teachers who joined the EPAP of 50 elementary and secondary schools. The questionnaire survey data are analyzed by describing statistical, t-test and One Way Analysis of Variance statistical methods. The findings of this study are as following: 1. Regarding the implementation situation of the EPAP, (1) The implementation situation of the EPAP in Taoyuan County has conformed to the second indicator “impoverished students, grandparent-raised children, single-parent family, the parent-child age disparity oversized, children of new inhabitants ” who the ratio to be highest; and conformed to the fourth indicator “the midway drop-out high ratio of the school.” the ratio to be lowest. (2) The educators in Taoyuan County accepts the EPAP subsidy project by the first item “to promote the parenting education actions” to account for the ratio to be highest; the fifth item “launch an attachment the preschool in elementary school”, the seventh item “to enrich the schoolchild lunch facility” and the ninth item “subsidize the shuttle bus for inconvenient area school” the subsidy amounts are all zero. (3) The small-scale and remote schools’ educators approved of the procedure convenience of the EPAP ; the educators of the elementary schools are more satisfied with the EPAP application operating time abundance. (4) Those who are principles, graduate-level and senior educators have the highest identification to the EPAP progress and funds controlling; the remote schools’ educators agree mostly to the examination progress of the EPAP. 2. Regarding the EPAP implementation performance, (1) The principles, senior teachers and experienced-rich educators approved the highest to the EPAP implementation administrative performance; as to the different school area, school size, educator position, the EPAP implementation administrative performance didn’t have significantly difference. (2) The elementary schools, remote districts and small-scale schools’ educators approved first highly to the EPAP implementation educational performance, yet the factor of how different personal background educators look at the educational performance of the EPAP didn’t have significantly difference. 3. Regarding the EPAP implementation problems, (1) The overall implementation problems of the EPAP are not serious, and views of different individual and the school background educators tend to be consistent. (2) The difficulties conducting the EPAP implementation reflect slightly on the matter of communication. Its influencing factor lies in the examination plan not to consider every school’s characteristic as well as the enforcement agents have no fully understanding of the spirit of the EPAP. (3) The manpower problem in the EPAP implementation belongs to the medium degree. There are different viewpoints between the different schools and the personal background factors’ educators. Its essential obstacle lies in the enforcement agents insufficiency, frequently personnel changes, and low motivations. (4) The difficulties of conducting the EPAP implementation have not appeared obviously in the funds utilization aspect, but the elementary schools' educators do not approve of the plan subsidy funds specified amount and the execution way; on the other hand, the metropolis area schools’ educators less agree to the fifth plan regarding to subsidy funds execution way and the beneficial results. Finally, this study offers some concrete suggestions based on these findings as references for the EPAP implementation in Taoyuan County.
