In brief, there are three business planning models in relation to free trade zones,“Commercial Free Trade Zone”is established for cargo storage and transit;“Industrial Free Trade Zone” is established for processing and manufacturing; “Synthetic Free Trade Zone” is established for transport, storage, trade, industry and finance services. Above-mentioned three models are to be the resources of this study. By using records, syntheses and “SWOT” analysis to realize the operation for Free Trade Zones and advantages of Keelung harbor, Taipei harbor, Taichung harbor, Kaohsiung harbor and Taoyuang Air Free Trade Zones. Summarized and compared the operations of those Free Trade Zones to provide the relevant backgrounds for this study.Furthermore, by using the data of cargo volumes both of Keelung and Taipei harbor to analyse the industry character in Keelung harbor Area and by the volume changes of imports and exports since Keelung harbor Free Trade Zone was established since 2004 to make efficiency evaluation in this study. According to the results of this study, we can get following conclusions: (1) the development of free trade zones of Taipei harbor is better than Keelung harbor; (2) there are different effects between Keelung harbor and Keelung city caused by the Taipei harbor’s building up and operation; (3) Keelung harbor’s development is restricted by the shortage of operation facilities and high costs; (4) the development benefits for suburbs of Keelung harbor is restricted by the conditions of congenital hinterland. Finally, according to the quantification of “SWOT” analysis model, we can say the influential factors for competitiveness of free trade zones in Keelung harbor by using the study of internal strength / weakness and outside opportunity / threat, then provide the constructive proposals for action.
