In nature, democracy is a form of agency politics. Local legislators as agents of citizen take the responsibility of all kinds of democratic functions. From the perspective of agency theory, principal have their duty to protect the benefit of agents, and principal fail to fulfill their duties will cause the agents’ loss. The relationship of councilors and electorates is similar to principal and agent. If councilors can not fulfill their complete duty, the government’s efficiency would not be satisfied. Under such circumstances, the purpose of this work is trying to verify the associations among citizens’ satisfaction with councilors and their satisfaction of administration. This research took Keeling city councilors and administration as example, surveyed the electorates’ expectation about councilors and their satisfaction with administration. Differences comparison of electorates’ expectation about councilors by electorates’ demography has been conducted. This research also introduced an expectation-evaluation gap to predict the electorates’ satisfaction with councilors. Finally, the association between satisfaction with councilors and satisfaction with administration were further verified.
