Summary:碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 98 === After 1950, Tibet has been occupied by People's Republic of China (PRC). Tibet is always the issue of international political confrontation. The Central Tibetan Administration (CTA) was forced to sign the Agreement of the Central People's Government and the Local Government of Tibet on Measures for the Peaceful Liberation of Tibet in 1951; disputes between Tibet and China have not yet been solved. His Holiness Dalai Lama exiled to India, and established Tibet exile in 1959. In fact, the Tibetan National Authority possesses the features of a sovereign state. Due to mutual distrust between CTA and PRC, the negotiations collapsed. The purpose of this thesis is to analyze the international status of the CTA from the perspective of international law. The contents of this thesis begin with analysis of issue of Tibet and end with its international status. The whole thesis focuses on the development of Tibet into an independent state and its current international status. It includes the Convention between Great Britain and Thibet of 1904, Anglo-Tibetan Declaration of 1914 and Convention between Great Britain, China, and Tibet, Simla of 1914 which all have great influence upon the international status of Tibet later. The writer tries to make a a complete and accurate description of Tibet’s status. This thesis hopes to seek a way to solve the Tibet issue without conflicts between Tibet and China through the studies.
