In this paper, Bronfenbrenner’s Ecological System Theory is used as the research framework. The qualitative data was collected by in-depth interview. Ten caregivers of children with special needs participated in this study, and based on the analysis result of the interview content, the research findings are: 1.The educational needs of the caregivers are: the need of pre-school teacher’s professional, the need of peer interaction to improve language abilities and the need of early special education in class designed for disabled student. 2.The educational expectations of the caregivers are: keeping up with the general progress of the children, increasing the current capacity of the children and feeling confused about the future. 3.The strategies of parents -teachers interaction to meet the needs and expectations for children with special needs are teachers as dominate and parents as subordimente,the education expectations are depend on the preschool teacherand the caregivers depend on special educational teachers’ professional. 4.The strategies of the Caregivers’interactions to meet the need and expectations for the children with special needs are keeping polite to the other caregivers, caregivers as resources, and defencing other caregivers. Finally, based on the conclusions, suggestions are given to the community, education agencies, nursery schools/early intervention institutions, families of children with special needs, and so on.
