Following the analysis of the balanced scorecard and risk management, the Balanced Scorecard strategy map of Farmers’ Association A was established to propose business strategies for other local Farmers’ Associations.The results are: In the SWOT analysis, Farmers’ Association A has 11 cases of internal weaknesses, six internal strengths, five of external threats, and six external opportunities. In the Balanced Scorecard analysis, 16 business strategy issues, 33 goals, and 119 business strategy measurements are developed. From the survey, 16 out of 33 goals are very important: saving personnel costs, improving the ability, reducing the capital costs and operating costs, improving profitability, expanding the service targets,improving service quality, emphasizing the service to good customer, enhancing customer satisfaction, enhancing the image of Farmers’ Association A, enhancing operational efficiency and quality, improving the professional quality of employees, improving employee performance, strengthening the credit inquiry and credit audit, strengthening relevant laws and regulations, improving the authority attitudes / responsibility, and keeping good culture and values. Under the framework of the Balanced Scorecard, the relationship of financial, customer, internal processes, learning and growth, and risk management are developed to establish strategy map. Finally, some business strategies for other local Farmers’ Associations are proposed.
