In order to resolve the recruiting issues on the Internet, developing a web-based recruiting system for software projects becomes an important research topic in software project management. Fundamentally, recruiting activities call for the involvements of candidates and recruiters, supporting of tools, techniques, system, and standards. Therefore, building a web-based recruiting system for software projects developing on the Internet is beneficial to the activities of recruiting such as announcements of recruiting, involvements of candidates, selections of candidates, etc. In order to resolve issues mentioned above, a research framework is formulated based on the requirements of recruiting of project teams for software projects. In this study, we develop a two-stage screening process to screen out the qualified candidates for software projects. The first stage is to screen out qualified candidates according to the criteria such as educational background, professionals, and available time to work. The second stage is to screen out the most qualified candidates according to the criteria such as technical specialties knowledge and skills, technology management knowledge and skills, business functional knowledge and skills, and interpersonal and management knowledge and skills. In this study, AHP method is used to formalize the screening criteria for the recruiting of project teams for software projects. To meet the requirements of each job for software projects on the aspects of technical specialties skills, management knowledge and skills, we obtain the weights of screen criteria using the questionnaires collected from the professionals in practices based on their work experiences. Furthermore, a web-based recruiting system for software projects is developed for the recruiting of project teams in practices. To illustrate the feasibility of the web-based recruiting system for software project, we demonstrate some representative examples for the recruiting of project teams for software projects within a software project management research center in a university of science and technology in Taiwan. Findings of this research are described as follows: (1) as the position of project manager, weights of screen criteria are ranked as follows: interpersonal and management knowledge and skills, business functional knowledge and skills, technical specialties knowledge and skills, and technology management knowledge and skills; (2) as the position of systems analyst, weights of screen criteria are ranked as follows: interpersonal and management knowledge and skills, technology management knowledge and skills, and technical specialties knowledge and skills; and (3) as the position of database administrator, programmer, and systems engineer, weights of screen criteria are ranked as follows: technical specialties knowledge and skills, interpersonal and management knowledge and skills, and technology management knowledge and skills. In this study, weights of screen criteria are obtained by using the questionnaires collected from the professionals. In this way, the web-based recruiting system has the following advantages: (1) to have a more simplified process of recruiting than job banks, (2) to reduce workload of recruiting effectively, and (3) rating of recruiting is more objective and fair. In conclusion, findings of this research indicate that a web-based recruiting system for software projects can facilitate the recruiting of project teams for software projects with the following advantages such as correct and effective screening, reduction of recruiting cost, and improvements of the efficiency of recruiting. The results of this study can provide researchers in developing screen algorithm and practitioners in recruiting of project teams for software projects.
