Both leadership and performance is closely related to the organizational and operational management issues. Also, the related factors in this issue also occur in government agencies or non-profit organizations. Van wart (2001) believed that integrated model will become future trend. Therefore, he made a comprehensive study about the relationship between leadership and subordinate to expand the leadership level of double-stranded classification system, so as to explore the impact of each other. In this study, in order to find out the whole sequence of idea, we discussed the relationship among leadership quality, leadership programs, subordinate personality, double-stranded relations, and the leadership effectiveness and job performance. In this study, our research subjects are included Pingtung County Government, Tax Collection Department, the Police, Fire, Health Bureau, the township household registration offices, the Township Public Health Center, Environmental Protection Agency, Land Office, the town hall. We issued 570 questionnaires, we receive 343 valid questionnaires and the recovery rate reaches 60%. Then, we use LISREL analysis to perform the empirical and verify the proposed assumptions. Overall, this theoretical model is consistent with the acceptable level of fit test. It indicates that the theoretical model of this research is supported, and these six constructs do play an influential part on it. The main findings are as follows: 1. leadership qualities have a significant positive effect on performance. 2. Leadership program has a significant positive impact on leadership effectiveness. 3. Subordinate personality has a significant positive impact on leadership effectiveness. 4. Double-stranded relations have significantly positive effects on leadership effectiveness. 5. Leadership effectiveness has a significant positive effect on job performance in the department. Consequently, according to the results of the study, we make some suggestions.
