The main purposes are as follows: 1. To understand the real situations of volunteers recruiting and retaining at elementary schools in Kaohsiung. 2. To understand the influences of volunteers’ training, motivation, and assessment for retaining volunteers at elementary schools in Kaohsiung. 3. To provide effective strategies and performance-management system for recruiting and retaining volunteers at elementary schools in Kaohsiung via balanced scorecard. 4. To provide strategic suggestions for administrators at elementary school to recruit and retain volunteers by summarizing research results. The research method of this study was based on questionnaires. This study aimed at 9587 population who were allocated at 88 public elementary schools in Kaohsiung during the school year of 98. This study took 500 as subjects. The effective cases were 459 ,so the valid rate was 91.8%. The main conclusions are as follows: 1. Volunteers positively assert the recruiting and retaining methods used by schools nowadays. Providing opportunities of learning and growth can increase their motivation of participation and reduce turnover. 2. Volunteers’ training, motivation, and assessment have impact on volunteer’ retainment. Volunteers’ assessment has negative impact, so the administrators of schools could enforce the assessment concepts and systems. 3. There is positive relationship between the strategic planning of volunteers’ management and volunteers’ retaining. The strategies of volunteers’ management could be improved on integration of financial and non-financial areas. 4.
