The literature review and questionnaire survey were utilized for data collection and analysis. Firstly, the literature review encompasses research were found from both domestic and abroad. Theories and practices regarding strategic leadership and school organizational effectiveness were involved. Secondly, the instruments were "The elementary principal strategic leadership and school organizational effectiveness questionnaire". Which sample were 280 school representatives, randomly selected from 58 elementary schools in Kaohsiung county. The data were analyzed via SPSS12.0 of software with Chinese edition and presented as t-test, one-way ANOVA, Person’s product-moment correlation and multiple stepwise regression analysis. The findings from the analysis were summarized as follows: 1.Elementary school principals made good efforts of using strategic leadership, but in terms of strategy and policy development capacity dimension of orientation level, the use of relatively weak case. 2.Elementary schools are in good condition, the internal dimensions of the environment and open systems have yet to be upgrade. 3.The scale of teachers in different schools of principal''s strategic leadership is not the same perception. 4.School location and school size affect teachers in schools organizational effectiveness. 5.Demonstrate strategic leadership will help principals enhance the effectiveness of school organization.
