Summary:碩士 === 國立屏東教育大學 === 資訊科學系 === 98 === With the advent of technology and the rapid of economy, the percent of transportation, like automobile, gradually increases. However, the number of cars increases, the methods of management stretches lots of controversial issue, such as, the problem of parking lots, the violation of traffic and the seriousness of thievery. Hence, Intelligent Transportation System (ITS) have been emphasized step by step and set up one after another around the world. In addition, ITS also established in Taiwan on July 20, 1998. For ITS, License Plate Recognition, called LPR, is the most important. Through the technology of Cloud computing and the combination of database, LPR provided Real Time and Value-added services. In the past, license plate which was recognized by human wasted time and human resources, however, it gradually has become important recently. Therefore, many of researches who join in the field of LPR expect the reinforcement and improvement of it.   The purpose of this research, through the development of Coordinates the angle correction and the combination of Connected Component Theory, build Motion LPR. Meanwhile, this research used Optical Instrument as the source of images. After the processing of obtaining the images, it is analyzed by means of the technique of recognition, like Character string segmentation or Standardization, to heighten the image of LPR.
