A questionnaire developed on the basis of the result of literature review was used to survey on the participants of this study. The 560 participants via random selection technique were from 39 public lementary schools in Pingtung county. The collected data was analyzed by way of ANOVA and multiple regression analysis. According to the results of data analysis, the conclusions of this study were derived as : 1. The teachers of the Kaohsiung County elementary school hold a positive attitude to principals’ instructional leadership. 2. The teachers of the Kaohsiung County elementary school hold a positive attitude to its teacher teaching efficiency. 3. The subject teachers have higher awareness of the principals’ instructional leadership''s. 4. Male teachers, subject teachers, seniority less than 10 years, the teachers with the diploma of institute have higher cognitive attitude to the teaching efficiency in kaohsiung County. 5. There was a significant relationship and the positive influence between elementary school principals’ instructional leadership and teachers’ teaching efficiency in kaohsiung County. 6. Principals’ instructional leadership behavior has the remarkable forecast strength to the teachers’ teaching efficiency , forecast of strength the stratification plane is strongest by “to design curriculum and teaching material”. According to the study results, to make conclusions and suggestions for bureau of education, elementary school principals, teachers in primary schools and future studies. 1. To establish the guidance system of the school principals and to encourage teachers to participate in professional development evaluation. 2. Principals share the instructional leadership of creative teaching, use teaching strategies to guide and construct the concept of comprehensive school management. 3. To encourage teachers to work as subject teachers in rotating shift, and participate in research projects and studies. 4.
