The results of this study are used for the further suggestions to the industry and fishery management. The summaries of the findings are as follow: 1. The conclusions on the issues that the fishery industries encountered are: 1) the degree of lightness affects the fishery resources; 2) the high fuel cost increases operational cost; 3) the lower market price on the imported fishing products; 4) the changes of the ecological environment reduce the amount of fishing ; 5) the closed seasons require adjustment and need to be strictly enforced. 2. This study investigates that the top of the operational costs is the variable cost, which has taken 77.43% out of total cost. In the variable cost, the labor costs take 50% averagely; the second cost is duke fund, in which fuel expense is the major expenditure taking 15.46%; and in the little public funding, the percentage of nets expenses takes a higher percentage. The depreciation on fishing boats has a higher percentage of 12.44 out of the fixed cost. As to all fishery operations, it should be an important issue of reducing the labor cost to gain more profit. 3. The average capacity utilization in Spratelloides gracilis industry in Penghu is 78%. It requires 78% of the total actual fishing days of the total sample boats to reach the catch level of the annual yield in 2009. 4. The causes that affect fishing capacity in 2009 were actual fishing days and captain experiences. TE represents the result of four input factors, namely net total length、captain experiences、underwater lights、actual fishing days. The capacity utilization of TE is similar to the trend of CPUE. Fishing boat depends on the actual fishing days and captain experiences greatly. 5. According to the conditions of fixed Input and variable input, the results of capacity utilization from each show that when calculating capacity utilization with fixed input, the fishing boats have lower capacity utilization. However, the overall capacity utilization will be higher if the variable input is calculated along with both of the fixed and variable inputs. 6. The result of this study proves that underwater lights have low effects on the function of gathering fish in fishing operations. The capacity utilization and the mean value are not affected much either the low power underwater lights is used or not to be used at all.
