In VANET routing technology, Flooding routing protocol sends high speed packets by using widespread broadcast. Though they have the advantages of high success rate of packet transmission and less delay time, a large number of forward packets are causing the high flood of network bandwidth. We propose a new transmission method to reduce the number of packet transmission. Before the packet will be transmitted, we compute the distance between nodes and neighboring nodes to determine that they are in the coverage of transmission. If all neighbor nodes are not in the coverage of transmission, we define that the node is Terminal node, which can not forward packets. The experiment results show that our proposed method has the better performance in the high-load networks.
