Therefore, there are three objectives of the study. First is to understand the situation of police’s fair of organization and conflict of role and morale of job. Second is to discuss different background in role conflict of police, the fair of organization and variation in morale of job. Third is to discuss the relation between the fair of organization and morale of job in police. Forth is to discuss the relation between the role of conflict and the morale of job. Fifth is to discuss the relation to the fair of organization and the role of conflict. Last, according to the research, offer concrete recommendations, providing a reference of strategy and future research for police units.In order to achieve above purpose, take Kaohsiung City Police Department unit for sample. The members of the sample, taking every Branch, Kaohsiung City, the battalion second-line police to raft the following three weeks of this. In order to achieve above purpose, 727 questionnaires were issued an official total of 727 copies of the current recovery, removal of 8 questionnaires were invalid, 719 valid questionnaires were carried out. Data analysis is conducted by descriptive statistical analysis and the reliability and validity of the test, independent sample t test, ANOVA analysis, class regression analysis to verify assumptions.The study found that: 1. Police officers who in the perception of organizational justice degree are intermediate level; the factor " procedural justice " is the most important and followed by " distributive justice " 2. Police officers are above the intermediate level of conflict. The higher the score of this dimension may represent the higher level of role conflict, which means that the current level of police officers obviously felt the conflict, in which the highest score is " person role conflict " and the lowest is " intrasender role conflict. " 3. The morale of police officers is the intermediate level, with "organizational identification" Experience the highest level, and the " perceptions of group cohesiveness " the lowest degree of experience.4. Police officers newly appointed police staff with education organizations have significantly different perceptions of organizational justice. 5. Police officers working experience, position, the current rank, newly appointed academic qualifications, the types of national examination and so on 5 items of the role conflict have highly significantly differences. 6. Police officers age, working experience, position, the current rank, newly appointed academic qualifications and so on 5 items of working morale have highly significantly differences. 7. The perception of organizational justice of police officers has a positive effect on the working morale. 8. The role conflict of police officers has a negative effect on the working morale. 9.
