The improvement of the quality of civil service in order to construct a highly effective executive team depends on the activation of public human resources management system. However, the government agencies or public sector administration tend to comply with bureaucracy, which results in the inertia of thinking and the difficulty of innovation and the development of creative mentality. To apply the business management concept into the government agencies is not easy and brings challenges. In meeting the business, government and academia expectations, the personnel team needs to play an active role in human resource development. How to transform bureaucratic personnel and promote personnel profession to enhance organization effectiveness has become an important issue. This study aims to understand the cognitive learning, leadership style, individual creativity and organizational innovation of the Kaohsiung County Government Personnel Team. In this case study, the cognitive learning, leadership style, individual creativity and organizational innovation, and their inter-relations, according to different background variables, are analyzed. The implications and suggestions are also made according to research findings. The survey method is adopted. Based on the literature, “Kaohsiung County Government Personnel team’s organizational learning questionnaire”, "Kaohsiung County Government Personnel team’s leadership style questionnaire", "Kaohsiung County Government Personnel team’s individual creativity questionnaire"、"Kaohsiung County Government Personnel team’s organizational innovation survey” are developed. One hundred and ninety-one personnel staff was given questionnaires, and 182 questionnaires were returned; the response rate was 95.3%, of which 175 were valid questionnaires while 7 questionnaires were invalid. SPSS12.0 statistical data analysis software was adopted and this study explored the research topic with the help of item analysis, factor analysis, reliability analysis, validity analysis of an independent T test, single factor analysis of variance, Pearson correlation analysis and the Scheffe multiple comparison post test. The major findings are summarized as follows: First, the research result of organizational learning, leadership style, personal creativity and organizational innovation showed a moderate (average score of 3 or more) performance. Second, the relations of organizational learning, individual creativity and organizational innovation showed a significant correlation and positive relationship with an upper level. Third, there is no significant difference in organizational learning, leadership style, individual creativity and organizational innovation between background variables of different units. Fourth, the team leader’ leadership style, organizational learning, individual creativity and organizational innovation have reached a significant level of perceived differences. This research based on the findings makes the following recommendations: First, it is important to continue to promote organizational learning by encouraging members to think and enhance their creativity. Team leaders need to help establish a common vision to promote systems thinking, the pursuit of self-transcendence. The government can therefore create innovation and performance and promote their competitiveness. Second, team leaders must be flexible and make use of different leadership models in response to different situations, in order to achieve greater team effectiveness.
