The subjects in this study are from Kaohsiung city and are involved in a small learning center for new immigrants at Garn Her Elementary School. There were four participants in this study; one was a part-time teacher, one was a parent volunteer and two were new immigrants to Taiwan. The purpose of the study was to explore the efficacy of the learning center on immigrant satisfaction. Additionally, I wanted to understand if there were any differences in background experiences on their needs from the center. The main findings of this study are listed as follows: 1. The operation of the new immigrants learning center (1) The center had not strategically thought of the needs and requests of the new immigrants; therefore, there was not only a lack of human resources, but also bureaucratic procedures prevented efficient operation of the center. (2) The center was set up south of Kaohsiung, so it may have been difficult for many other new immigrants to participate in this study due to the geographic location and possible traffic concerns. (3) The bureaucracy of the center slowed down the operations of the center; there was also difficulty in promoting participation in the study, which resulted in a low subject pool. (4) Funding was not timely, which affected the study for entire year, even after advertising of the study. (5) The school had a diverse and engaging curriculum of school activities, which was distinctive to the community. (6) According to the initial plans, all of the goals were successfully achieved. 2. New immigrants’ satisfaction with the learning center (1) The participation of new immigrants was high despite the satisfaction of the center, but there is still room for improvement. (2) The background of the new immigrants had no effect on the level of satisfaction with the learning center. This was true even though the number of participant pool was small. (3) While the development of the curriculum for the learning center was rich and diverse, the resources were still inadequate. 3. New immigrants learning center for new immigrant requests (1) Learning Center offers courses of varying difficulty levels, which met the needs of all individuals. (2) Learning Center should provide a guide for learning and more specific course requirements. In conclusion, I have provided the general public and higher education authorities with some suggestions for a follow-up study.
