The study synthesizes 20 basic vocational competencies into 5 categories as knowledge, skills, self-concept, traits, and motives based on literature review. A “Basic Vocational Competencies Questionnaire” was developed and used to survey 1,000 sample administrators randomly selected from service industries and governmental agencies in Kaohsiung area. According to data analyses, there is a gap between the necessarily and practically basic vocational competencies of employees. The sample administrators emphasized basic vocational competencies of the knowledge categories. They also indicated that employees are deficient in competencies of foreign language and global perspective. Furthermore, sample administrators from service industries and governmental agencies revealed different opinions on the necessarily and practically basic vocational competencies of employees. Sample administrators from different districts and position levels, from organizations of different size, and with different missions again demonstrated diverse judgments on the necessarily and practically basic vocational competencies of employees. According to the results, it is suggested to emphasize general and humanities education, to reinforce basic vocational competencies, to enhance foreign language courses, to develop global perspectives, and to equip students with working experiences. It is also recommended to develop a basic vocational competency scale for recruitment, to emphasize education on innovation skills, vocational commitments and ethics, and to promote a career development system.
