碩士 === 國立高雄第一科技大學 === 科技法律研究所 === 98 === The global warming problem is gradually serious as a result of the Green-house Gas (GHG) emissions,the IPCC invite the members to discuss the re-lated solution every year since the 80th age.And then the some of the member affixed their sign-atures to the UNFCC ( United Nations Framework Conven-tion for Climate Change) and Tokyo Protocol,the Convention encouraged in- dustrialised countries to stabilize GHG emissions,the Protocol commits them to do so. The current generally accepted by the international environmental scholarsis carbon trading system,through the way,the enterprises costly effective reached greenhouse gas reduction targets the best way.When I study the greenhouse gas reduction regime,especially carbon emissions trading system as the focus of this study,to understand the correlate matters of the system. The study for the establishment of the whole structure of modern concepts of environmental law,is starting with the theory of modern environmenttal law and the regime,and then use greenhouse gas reduction law,the carbon trading ,institu-tional policies and legal norms as the core of this study. Through the literature collection of analysis and the comparative method of Taiwan greenhouse gas reduction law,and then to find out the inadequacies of the draft law and the possible drawbacks of the carbon emissions trading. Finally,the theme for the above results of the study,summarized some sug-gestions and Views ,and as the study experience of this thesis.
