Work-related fatal accidents in commercial fishery boats have made this industry one of the most dangerous buniness in Taiwan. Based on a questionnaire survey and reviewing secondary data, this study analyzes factors that determine boat owners’ hiring decision and provides suggestions to managers’ and government officers’ future management strategy and government policy-making considerations. Methodologically, the thesis firstly reviews literatures, following by a survey to the fishing boats’ owners and the foreign fishery seafarers at Tongkong, Pingtung. One hundred questionnaires were responded and data are analyzed by several cross tabulation analysis. Using the survey results to make several field interviews with local agencies and fishing boat owners to have a deeper insight on the overall picture of the three parties'respective opinions on foreign seafarers’ hiring, employment, and management policy as well as their perception on the reasonable wage level. Respondents’ overall perceptions (including the foreign fishery seafarers and the captain) on the current management factors in this study indicate the following factors with high degree of importance and low degree of satisfaction might be required immediate attention and appropriate improvement strategies, including to establish and set up counseling centers to provide appropriate communication channels between seafarers and management levels. Factors in the low importance and low degree of satisfaction quadrant include language communication skill, crew safety training, organized professional training workshop; and providing safety and health training to fishery seafarers. Finally, this study suggestions are made to related government agencies, fishermen''s association, fishing boat owners, and the foreign fishing seafarers human resource management agency as follows: 1. To establish a complete and dynamic management information system of the foreign fishery seafarers in each fishery port’s administration agency; 2. Information booth installed in the shelter area of each fishery port to make fishery boat owners have handy access to the personal information of the foreing fishery seafarer they hired; 3.To establish a well-facilitated foreing fishery seafarers counseling center with multilingual counselors in the dockside to facilitate a negotiation and complaint channel between fishing boat owners and fishery seafarers.
