碩士 === 國立高雄第一科技大學 === 營建工程所 === 98 === “Resident-Has-Its-Own-House” has long been a major goal for our governmental public housing policy, under which, the implementation of Citizen Housing Policy mainly utilized by both government-built and followed by incentive-stimulated private contractors. As the abolishment of “government-built policy ” took effect, the cease of government built houses and selling out the remaining vacant houses are things in a mission that will be soon phased out. The maintenance and management of public housing affairs now have to conform with “Apartment Building Management Act” Our Public Housing Policy has been changing quite frequently. In order to adopt to policies from central government such as “Integral Public Housing Policy” “Integral Housing Policy implementation” and “housing law” and hope to establish a fair, efficient housing subsidy mechanism while enhance housing market and upgrade housing quality, thus to protect the disadvantaged people to catch up with the world trend and the main stream. The study encompasses a transformation from previous relevant regulations to current “Apartment building management Act” and correlative laws. Also, this study carefully analyze data from public outsourced research reports, conferences, seminars, workshops and quarterly magazines with similar housing topics and public websites with information of housing prices, housing stock, housing and resident numeric figures etc. This study comprises and analyzes the current housing situation, house-demanding population data of kaohsiung city, which dealing with the Public Housing Policy transformation. This study indicates how government had improved its policies on public housing matters while meeting people’s need during the transformation. For those who been ignored underprivileged gross roots, the nation has been working on elevate, redress policies to achieve a stable social economy and better living quality to a win-win situation for both the government and its people.
