With keeping both project organization chart and design complexity under the same conditions, we collect two payment milestone situation of four stations and set up three Quality Performance Index: 1." Weighting index of quality inspection ", 3."Duration index for processing the quality fault ", and the two Schedule Performance Index: I " Planning and Actual duration index ", II " Actual completion date, NCR closing date, Inspection acceptance date index ". We compare both above index of Quality and Schedule, by using "Weighting index of quality inspection " and " Actual duration " to do the regression analysis. We review the reasons behind the management system by comparing the advantages and disadvantages of above individual payment milestone and also do the interviews to key personnel who are deeply involved of above project. The study shows that the R2 (coefficient of determination) of the regression analysis ranged from 0.94 ~ 0.75 and we find that it is reasonable to have this figure with using these index to evaluate the project management performance.
