Diverse know-how has greatly advanced, and advanced nations all seek to meet the objectives of strengthening the power of government administration, enhancing national competitiveness, improving service quality, responding proactively to public needs, and promoting overall social well-being . To cope with the rapidly changing times, the Ministry of Justice Bureau of Investigation (MJIB) faces the challenge of government reform and to respond to increasingly complex problems in the operation of investigation world system. The essence of the challenge is how to reevaluate the importance of knowledge and its applications. In the past, knowledge was only kept among a few people or a few departments, but now it is necessary to consider how to construct a knowledge management system and knowledge management platform that can facilitate the adaptation of the changing internal and external environments, in order to realize its organizational missions. This study uses the Department of Information Security, Ministry of Justice Bureau of Investigation as the subject of this case study. Four aspects, which are nature of organizational knowledge, organization members, organizational culture, and the sharing and usage of knowledge, are used in in-depth interviews to gain in-depth understanding of the difficulties and problems that may arise when promoting knowledge management. It is hoped that when the organization introduces knowledge management in the future, there can be smooth administration, the resistance from organization members can be lessened , and the overall knowledge level and value can be elevated. Results of this study indicate that, when introducing knowledge management, it is necessary to establish clear organizational objectives to begin with. With the determined support by directors, there must be an emphasis on the reward mechanisms and incentives of knowledge sharing and usage, on planning for the elevation of efficiency and improvement of procedures, as well as on the development of related knowledge management systems. In addition, there must be a closer interaction and cooperation between different sections to breed the innovation and expedite the exchange of knowledge.
