Business circle is the pivot of economic development in district, which can contact many kinds of industries. What’s more, business circle can enrich people’s life and enhance population of employment. Hence, we can accelerate domestic development of business circle, which can increase the opportunities of employment and raise profit, through government can advance the plan of domestic tourism of business circle and be involved in development of ICT innovation service. Besides, innovation service can reduce factories’ costs of purchasing and distributing. The simples of this study are domestic business circle of related workers. Kaplan &Norton (1990) addressed four dimensions of balanced scorecard, such as finance, customer, internal processes and learning. This research discusses the influence of applying ICT innovation service to domestic business circle on organization’s managerial performance and performance satisfaction from the view of balanced scorecard. The results reveal that applying ICT innovation service makes the workers of business circle understand and use this innovation service, which can positively affect organization of related workers’ managerial performance. What’s more, the order of influence power is finance, customer, internal processes and learning. Second, applying ICT innovation service has positive influence on performance satisfaction, which the influence power on finance is bigger than non-finance. Third, there is positive influence between managerial performance and performance satisfaction, which means the managerial performance of related workers of business circle’s organization will affect the outcome of performance satisfaction.
