After Taiwan joined the WTO, for the impact of national economy liberalization and agricultural product entirely opening up for import, the management modes of traditionally agriculture have to change its way. This study investigates the Jhongshan leisure agricultural region in Yilan as an example. It discusses the transformation process of property, space development transfer for local industry, and the situation of development from the process of traditional industry transferred to leisure industry. In the early day, the major industry of Jhongshan leisure agricultural region planted the dry farmland and fruit tree. Afterward it was not growing well plant for the soil factor. The dry farmland transformed into tea production for high economic product. It is elected into the leisure agricultural model district in 2005 and started into tourism industry. The one of major character of regional is multi-experience agricultural activities. Follow the trend of Globalization, the Glocalization idea was emerged. This study discuses the process of industry development with Glocalization aspect, and how to respond the demand of local characteristic. This paper use grounded theory study method to collect and analyze the interview data. The results of the analysis and discussion of real problem figure out the solution, and offer the direction for leisure agriculture region development in the future.
