It sudden changes in Taiwan's economy and the population structure, the growing rural populations towards urban development, urban and rural develop unequally. These led to the community's economic development limitedly. Traditional communities where culture industry is facing rigorous test. Council for Cultural Affairs promoted the "community building" concept in 1994, it not only became the most breakthrough in Taiwan's cultural policy, but also injected new vitality and an opportunity into the traditional village.
Community building is continuing work, it has to rely on some key factors sub-organizations, resources input, staff involvement, personnel training. In recent years, the concept of social capital has been widely applied to various disciplines the theory of learned from the research, social capital, whether for individuals, organizations, groups or countries, are playing a very important role. This research via the three most important dimensions of social capital – structural、relative and cognitive dimension to explore community development association and the influence to provide the relevant unit or other community as a reference.
This study is qualitative research, Case study of Yilan Bai-mi、Shang-Te Community, then it exploded by depth interviews. According to the research, this issue proposed that the findings are as follows : 1. Community promote community building should be more and the combination of multiple government agencies to create employment program personnel to conduct training to prevent future problems on the community's industrial heritage. 2. The higher the level of interaction and trust between community residents and organizations, it help promote community building so much . The recognition of community residents with the level is related to the intensity of inter-organizational cooperation. 3. The community has a good operation of the mechanism is the community's industrial development should have the condition.
