Summary:碩士 === 南華大學 === 歐洲研究所 === 98 ===   In June 4 1989, PRC used forces suppressed Tiananmen Square for the pro-democracy movement of the masses and caused incident known as the Tiananmen Square Incident of 1989. Based on humanity and human rights, the United States of America and the European Union passed the mutual trades ban and adopted arms embargo against China, they hope the resolution could improve the human rights value to achieve universal standards in China.     While the international strategic environment has changed considerably after the Cold War, some of the EU members such as France、Germany and the others, on the basis of their political and interest, proposed the lifting of arms embargo which has been implemented for many years against China. EU has constituted the EU code of conduct on arms exports in 1998, however, in this research we tried to use the eight articles, operational rules and annual report of the criteria, as well as arms exports criteria adopted by international powerful countries which are deeply influenced by the balance of power, distribution of power and national interest to analyze that once the arms embargo against China is lifted, EU will export weapons to China and accelerate the pace directly of its military modernization and the enhance of its military power. It could impact the balance of Asia-Pacific region, the posture of international multilateral cooperation, and bring about the destabilization of the globe and region. In addition, the study indicates that Taiwan should take protective measures on the basis of national interests and security, and also take advantage of international regimes to achieve the balance of power both in cross-strait and Asia-Pacific region, that is conducive to build up the national security of Taiwan.
