This Department is a trans-department organization, which can accomplish the proper integration and application during the processes of research and development, establishment, implementation, and modification for every policy. In addition, this Department introduces the organizational transformation that focuses on strategic human resources according to the need of Taiwan’s entire development strategies, integrates the human resources of public departments and government’s entire strategies, and reforms governmental organizations fundamentally; thus, policy advancement and implementation could be more intact and efficient. Next, the governmental organizations with continuous competitive advantage would be established and served as the foundation stone of Taiwan’s soft national power; thus, the unique characteristics of Taiwan and its non-replaceable position could be established among the international competition. The core issue that this thesis discusses is how every department from the government masters and applies the knowledge so that the knowledge could have its greatest synergy, so as to plan the entire national direction and the practice of policy.
