This study aimed to understand the policy recognition, policy attitudes and policy satisfaction of “promoting students' swimming capability program” from the perspective of the elementary school students’ parents, and probed into the relationships among policy recognition, policy attitudes, and policy satisfaction at the same time. Stratified cluster sampling method was adopted, choosing parents whose 4-6th grade children are among the 62 elementary schools that participated in the 1998 swimming teaching plan in Miaoli county. Totally, 600 questionnaires were sended, 537 were retrieved, and 487 were valid. Investigating tools were three scales, including policy recognition, policy attitudes and policy satisfaction. The findings of this study were summarized as following:
I. policy recognition
The average values of each scale were benefit cognition, connotation cognition, and anxious cognition in order, demonstrating the benefit cognition of elementary students’ parents in regard of “promoting students' swimming capability program” was higher than the connotation as well as anxious cognition. Generally speaking, the elementary students’ parents’ policy cognition of “promoting students' swimming capability program” was positive. Only the score of parents of different gender for connotation cognition reached significant difference in “promoting students' swimming capability program” but those of benefit cognition and anxious cognition were not. And all the scores of parents of different age, swimming habits, as well as socioeconomic status for the benefit cognition, connotation cognition and the anxious cognition in “promoting students' swimming capability program” did not reached the significant difference.
II. policy attitudes
The mean value of elementary students’ parents for the overall policy attitudes was 4.22, indicating that the parents’ policy attitudes were positive on “promoting students' swimming capability program”. The scores of parents of different gender for the policy attitudes in “promoting students' swimming capability program” reached the significant difference. And all the scores of parents of different age, swimming habits, as well as socioeconomic status for the policy attitudes in “promoting students' swimming capability program” did not reached the significant difference.
III. policy satisfaction
The mean value of elementary students’ parents for the overall policy satisfaction was 3.75, indicating that the parents’ policy satisfaction were positive on “promoting students' swimming capability program”. All the scores of parents of different gender, age, swimming habits, as well as socioeconomic status for the policy satisfaction in “promoting students' swimming capability program” did not reached the significant difference.
IV. prediction results of satisfaction from policy recognition and policy attitudes
There were modest relationships among policy recognition, policy attitudes, and policy satisfaction. Among the three scales of policy recognition, only the connotation cognition could effectively predict policy satisfaction. Policy attitudes could effectively predict policy satisfaction, and connotation cognition as well as policy attitudes could both predict policy satisfaction effectively, while the influence of the policy connotation cognitive was greater than that of policy attitudes.
According to the findings described above, this study proposed the government, educational administration reference for promoting and improving measures in the future. Also, according to the opinions of primary school students’ parents for “promoting students' swimming capability program”, this study generated some important suggestions. At last, this study also proposed probing and discoursing for likely research directions in the future.
