In the past, using computers and internet is considered as leisure activities, or work demands. Now in the teaching field, computers have become instruments for teachers to teach, manage and perform professional development. Even from an early age, a student has to acquire the skills from the teachers to keep up with the pace of the times. Many education reforms in other countries have reflected this trend.Our country also value ICTcapabilities of the students after implementing the Grade 1-9 Curriculum.Therefore, the purpose of this study is to promote teachers to use technologies in teaching, managing classroom, and assisting student in learning and preparing for the future technological lives by constructingthethe indicators for the digital teaching abilities of primary and junior high school teachers. When starting to construct the indicators, this study makes use of literature review at first to sort out the information abilities that are required for teachers in the past, and it also references students’ information abilities to understand what ateacher needs. This study uses twice questionnaires and an interview with 11 experts to construct the indicators of digital teaching abilities. There are five major constructs in the standars: basic computer hardware and software capabilities, network resources application, the use of teaching technologies in the classroom, the management of teaching and learning at school, the information society, including14 components and 97 indicators. And 10 of these experts are also willing to judge the importance of the finalindicators.
