Influential organizations utilize their knowledge and technologies to bring forth revolutionary changes in the educational system, thus leading to strong competition within schools. This study focuses on the current development of intellectual capital and effectiveness of school innovation management in the Elementary and Junior High Schools of Taoyuan county, Hsinchu county and Hsinchu city. Comparisons were made between the two topics and their mutual impacts were discussed. Our results were determined and analyzed by using external literature, surveys, descriptive statistics, differential analyses, and structural equal model. We found: (1) In Taoyuan County, Hsinchu County and Hsinchu City, the implementation status of effectiveness of school innovation management and intellectual capital are quite sound. (2) Intellectual capital was found to be influenced differently by annual salary, position, cities, and school history in the elementary and junior high school. (3) Effectiveness of school innovation management was found to be associated differently by position, and school history in the elementary and junior high school. (4) There is a significant and direct correllation between school intellectual capital and effectiveness of school innovation management. According to the above conclusions, the researcher will provide some suggestions for government educational institutions, schools and researchers, in the future. 謝傳崇 2010 學位論文 ; thesis 205 zh-TW
