However, this does not mean that peace and stability has prevailed. Anarchy and various contradictions of interests still dominate the global society; conventional and non-conventional security threats continue to draw international concerns. Consequently, such threats as the increment of regional conflicts, the spread of weapons of mass destruction, the incessant terrorism threat, and in particular, the impact of September 11th incident, have altogether transformed America’s perception of national security. Concepts concerning vital interests are therefore further emphasized to assure America’s national security will be the vital issue of Survival. As the sole superpower , the US enjoys ubiquitous influence to the international community. To ensure the integrity of its national interests, America has to take a global view in terms of strategic thoughts and Arrangements. Hence, any country pursuing prowess and wealth has to explore strategies of various levels. The From the National Security Strategy of the President, to the Defense Strategy/Quadrennial Defense Review (QDR) of the Defense Secretary, and to the National Military Strategy of the Chairman of Joint Chief of Staff, of the leading power, the US. The central goals of promoting security, economy and democracy as prescribed in the National Security Strategy are effectively incarnated and integrated in the planning and implementation of the subordinate defense and military strategies. To understand the thoughts system of level of strategies as a whole, the binding between the strategic documents, and to induce the common decision-making mode and logic behind these documents devised by the Clinton administration and the Bush administration, this thesis employs neo-realism, neo-liberalism, and democratic peace theory to analyze and induce the arguments regarding security, cooperation and democracy. It is hoped that this study will help construct a solid rationale and find out a sound binding framework for practical hierarchical strategic documents. It is also hoped that this study will provide a forward-looking view and integrated strategic guidance for national strategic planning and therefore assure the integrity of national interests.
